a. Since impulse is given to the body, so its momentum will increase and translation will occur. The impulse  does not pass through the centre of mass. Hence, the dump- bell will rotate and its angular momentum will increase

b. Here  passes through centre of mass. So rotation does not occur and angular momentum remains zero
