Final arrangement of the input shows that there are two series- one is ascending order and other in descending order. In the first step, the smallest number is exchanged with the first number of the input. In the second step, largest number is exchanged with the second number of the step I. in the third step, second smallest number is exchanged with the third number of step II. Likewise, series continues to get arranged.

By applying the above rule, the required steps = 4.
